Early reports (I’m writing this on March 7th!) suggest exploration efforts offshore Namibia have finally produced a profound technical triumph requiring, perhaps above all, patience!

It would be excellent for Namibia if this turned into a hydrocarbon province to rival in scale that offshore Ghana for example or, dare one say it, Guyana!

But we need to talk about the development now rather than later!

Maybe Guyana – with all that flaring - reveals ‘an elephant in the room’ with respect to FPSOs?

Yes, they can be a way of getting to 1st Oil very quickly è early cash flow for everybody….operator, partners, host government. As in Guyana……

But that often comes as the price of having no gas plan = no export capability because a market is either not perceived or not admitted to, so produced gas either gets re-injected into the reservoir (the solution for a while in the FPSO-developed Jubilee Field, offshore Ghana) – with attendant early breakthrough risks – or flared.

Arguably then, the net result – IMHO – would be that these hydrocarbons would not qualify as Advantaged?

We will examine the technical triumphs, the flaring question, how Namibia’s offshore hydrocarbon province might become Advantaged or not, in this webinar.

Welcome & Introduction: What have we learned from Guyana?


David Bamford is well known around the oil & gas industry both as an explorer and a geophysicist. He holds a Physics degree from the University of Bristol and a Ph.D in Geological Sciences from the University of Birmingham.

Since 2004, he has been a non-executive director at Tullow Oil plc, being recruited for this position especially for his exploration knowledge. He serves on the Nominations and Remuneration Committees, and was chairman of the latter, and Senior Independent Director, for 3 years prior to his retire from the board at the end of April 2014.

He joined the board of Premier Oil in May 2014.

He retired from BP plc in 2003, his last four positions being Chief Geophysicist (1990-1995), Business Unit Leader (General Manager) for first West Africa and then Norway (1995-1999), and finally Head of Exploration until 2003.

He has served on the boards of Paras Ltd, a small exploration and IS/IT consulting company in which he held 22% equity, until its sale to RPS Energy in 2008 and Welltec a/s, a Danish well engineering company, as the nominee of the private equity investor Riverside.
From 2012 to 201 he was on the board of ASX-quoted Australia Oriental Energy as a non-executive director.

He was a founder of Richmond Energy Partners, a small oil & gas research house, and several media companies that focus on the oil & gas sector, and has served as an advisor to Alliance Bernstein, Opus Executive, the Parkmead Group plc, and Kimmeridge Energy LLP. Since retiring from BP, he has undertaken asset and company valuation projects for investment banks, hedge funds and small oil companies.

Namibia needs to act now to regulate its offshore industry and ensure maximum benefit for the people of Namibia and Africa (Title TBC)

Talk Description.
"Commenting on the Graff-1 discovery (prior to the Venus-1 result) we believe Namibia’s government must now take steps to develop an oil and gas bill to ensure effective regulation and provide certainty to investors. “The establishment and implementation of market-driven policies through an oil and gas bill,” the Chamber added, “will have a number of benefits, both for explorers and producers and the country itself. Firstly, the bill will improve certainty and transparency across the industry, providing IOCs and domestic companies clarity with regards to industry procedures and policies. This will ensure productivity while reducing time taken to get projects off the ground. Secondly, the bill will enable the regulation of the industry, providing clarity on tax, risk, ownership and safety, as well as environmental and local content policies.”
Mr. Ayuk concentrates particularly on the structuring, local content, documentation and negotiation of oil, gas and petrochemical transactions including, acquisitions, divestitures, joint ventures, project development and financing.

His practice focuses on upstream, midstream and downstream transactions in the domestic and international energy sectors. His clients include oil and gas producers, operators, petrochemical manufacturers, oil field services companies and financing parties in the energy industry.

He has played a key role in negotiating and documenting the purchase and sale of upstream and midstream oil and gas assets, farmins, farmouts, volumetric production payments and other drilling fund and development dollar investment arrangements, as well as petrochemical project development, asset acquisition and divestiture and joint venture investments. Mr. Ayuk brings his understanding of energy issues to the table and helps clients to evaluate risks and opportunities in a transaction while pursuing their objectives.

He continuously advises government on judicial modernization, rule of law issues, training of judges, prosecutors and lawyers.
He regularly participates in industry-specific conferences and seminars as speaker and moderator.
