We invite you to register for our Namibia webinar a week on Friday (June 24) at 1pm London time where we'll look at how Namibia is developing and should develop, with a talk from N J Ayuk, executive chairman of the African Energy Chamber, based in Johannesburg.

Both Shell and Total Energies have announced significant discoveries offshore Namibia.

The question now is whether they can be developed in the right way. According to standards of the 2020s, that means no flaring - which is hard to do when producing oil to an FPSO - where is the associated gas going to go?

In the webinar, NJ Ayuk, Executive Chairman of the African Energy Chamber, based in Johannesburg will discuss the regulation that Namibia needs to ensure that the discoveries give maximum benefit for the people of Namibia and neighbouring countries.

The Chamber has stated that it believes Namibia's government needs to take steps to develop an oil and gas bill to ensure effective regulation and provide clarity and certainty to investors, supporting market driven policies, ensuring transparency. The bill will also enable regulation of the industry, covering tax, risk, ownership, safety, environmental and local content policies.

Mr Ayuk is also a lawyer concentrating on negotiation and structure of oil and gas transactions, and an advisor to governments on legal issues.

There will also be a short talk from Greg Coleman of Future Energy Partners on a concept for a FPSO based field development plan which would involve no flaring or any emissions.

David Bamford is well known around the oil & gas industry both as an explorer and a geophysicist. He retired from BP plc in 2003, his last four positions being Chief Geophysicist (1990-1995), Business Unit Leader (General Manager) for first West Africa and then Norway (1995-1999), and finally Head of Exploration until 2003.

He has undertaken asset and company valuation projects for investment banks, hedge funds and small oil companies. He has been a board director of Tullow Oil and Premier Oil.

He holds a Physics degree from the University of Bristol and a Ph.D in Geological Sciences from the University of Birmingham.

Namibia needs to act now to regulate its offshore industry and ensure maximum benefit for the people of Namibia and Africa

Talk Description.
"Commenting on the Graff-1 discovery (prior to the Venus-1 result) we believe Namibia’s government must now take steps to develop an oil and gas bill to ensure effective regulation and provide certainty to investors. “The establishment and implementation of market-driven policies through an oil and gas bill,” the Chamber added, “will have a number of benefits, both for explorers and producers and the country itself. Firstly, the bill will improve certainty and transparency across the industry, providing IOCs and domestic companies clarity with regards to industry procedures and policies. This will ensure productivity while reducing time taken to get projects off the ground. Secondly, the bill will enable the regulation of the industry, providing clarity on tax, risk, ownership and safety, as well as environmental and local content policies.”
Mr. Ayuk concentrates particularly on the structuring, local content, documentation and negotiation of oil, gas and petrochemical transactions including, acquisitions, divestitures, joint ventures, project development and financing.

His practice focuses on upstream, midstream and downstream transactions in the domestic and international energy sectors. His clients include oil and gas producers, operators, petrochemical manufacturers, oil field services companies and financing parties in the energy industry.

He has played a key role in negotiating and documenting the purchase and sale of upstream and midstream oil and gas assets, farmins, farmouts, volumetric production payments and other drilling fund and development dollar investment arrangements, as well as petrochemical project development, asset acquisition and divestiture and joint venture investments. Mr. Ayuk brings his understanding of energy issues to the table and helps clients to evaluate risks and opportunities in a transaction while pursuing their objectives.

He continuously advises government on judicial modernization, rule of law issues, training of judges, prosecutors and lawyers.
He regularly participates in industry-specific conferences and seminars as speaker and moderator.
