How to decarbonise oil and gas products commercially

It isn't possible to burn fossil fuels without producing carbon dioxide, any way of handling the carbon dioxide (except emission to air) costs money, governments are not willing to regulate to pass this cost onto energy buyers, and oil companies are not able to spend money on carbon capture if it makes them uncompetitive compared to companies which don't do it.

The only ways to resolve this are using the CO2 for commercial purposes - and so far the only one is enhanced oil or gas recovery - and there are many reasons why that can't work in the North Sea. Or could there be a regulatory policy which would mean it makes sense for oil companies to do carbon capture, but without increasing energy prices?

All of these sound very difficult, but yet there must be a solution if we are to achieve "zero carbon", unless we eliminate fossil fuels entirely.
